EL PASO COUNTY
LAND DEVELOPMENT CODE

In May 2021, El Paso County adopted the Your El Paso Master Plan to guide the vision and policies of the County into the future.
To support the implementation of the Plan, the County is updating its Land Development Code (LDC)  The LDC is the set of regulations that guide how development should occur within the County.  Overarching goals for the LDC update include:

  • Modernizing the LDC using a community-based process

  • Creating effective standards for development that implement the Master Plan

  • Regulating what matters without overregulating

  • Establishing a simpler and more consistent set of development procedures

  • Making the LDC more simple, user-friendly, searchable, and easy to understand

  • Creating more predictable development outcomes

  • Tailoring the LDC to work across rural, suburban, and urban settings
